Low FPS in interiors

I've been moding New Vegas for quite some time now - over a week. Added bunch of mods. At first it was alright - game is running as smooth as a small kitten,but as I enter some kind of building (for example HELIOS one or REPCOM) game starts acting like an a**hole.So in nuttshell I am getting 25 FPS in interiors.

Anyways, I ran MSI Afterburner and I noticed some kind of parnormal behavior - my GPU is not even using half of it's memory,while I am getting those 25 fps.

As you can see in screenshot,my GPU only uses 487 MB while my GPU has 2 gb VRAM.

I ran heavily moded Skyrim and had no issues like these.It was usually using 1,5 gb VRAM and game still was running smooth.

I tryed:

reinstaling my game

updating my GPU drivers

lowering my graphics (except textures)

uninstaling/reinstaling mods

ini. file editing.

Anyway,here is my PC specs:

 

AMD Phenom II X6 1100T

MSI R9 270 Series

6 gb ram

Windows 8.1 OS

 

Who could be causing this? I recall last year I modded game like this and I had solid 60 fps on windows 7,but right now I am having annoying 25 FPS issue.Hell, I even upgraded my VGA,so I am starting to suspect,that it could my windows 8,1 being an a**hole to the fallout.Anyways, thank you for reading and for help,guys
