Oblivion FPS not displaying properly

Hello,

 

ill get straight to the point:
when i use the console command TDT to see my FPS im around the ~8FPS but im pretty sure thats unaccurate seeing as im playing fine

Not using any mods ATM.

i've played vanalla oblivion some years ago on this same laptop with ~200FPS
