Why do certain references refuse to be disabled?

For example, if you run around whiterun disabling all the lavender, most of them (maybe 70%) will disable, but the rest ignore the command (or at least appear to since they are still there). Is there any way to determine which references will refuse the disable() command? Is there a reason why I should not mess with these references, like are they perhaps being run in a script somewhere as a reference for a bug or something? (I did not see any bugs near these references btw)

Anything with an "Enable State Parent" can't be disabled individually. For Whiterun I assume the lavender plants you can't disable are linked to a marker so they can be disabled during or after the civil war battle for Whiterun. You would have to look at one of them in the CK to be sure.

You can always use "SetPos Z -9999" to try and move them below ground and out of sight. Disable is easy enough, but I actually don't like to use SetPos (just because it's cumbersome to type all of that). I use my Storage Helpers mod to move items down (or up) and out of sight in player homes since almost everything in the player homes have enable state parents. Jaxonz Positioner is the other easy-to-use mod for moving around those annoying objects.
