Horse Armor DLC Broken?

K, so I am trying to get my horse armor, but the npc won't err... give my horse armor <.>

When I talk to the npc, it shows the dialogue and everything, then it comes to ask about Elven Armor or Steel, after I choose I get the response from the npc that she said "It's all done" or something like that, but when I look at my horse it does not have armor.. I have no idea whats going on, I tried making a new game and doing it without a horse, that did not work. I have also tried different horses, however that does not work either. Sooo I come to ask for your peoples help, once again. :v
