So I was thinking Dwemer machines and technology produces allot of steam and a floating Dwemer City would be kind of cool in my personal opinion. The city could just be up there floating around and nobody would have known until the Dragonborn used his Clear Sky shout one day and discovers a floating Dwemer City for him/her to explore and claim as there own. The Dwemer City could move all over Skyrim through a control tower and move to all major towns and cities while being completely hidden within the cloud layer and unseen from everyone but the Dragons who claim the skies as their own. Heck it doesn't even have to be a city it could be a floating Dwemer Observation Outpost or something like that but it would also be cool if the Airship Dev Aveza could dock with the city and be concealed the steam/clouds produced by the City/Outposts propulsion system. This idea has probably been done to death on here but I just got done watching Castle In The Sky and thought it would be a cool idea for Skyrim even though the Dwemer are known as Deep Elves I love the way their ruins and buildings look.

I was also thinking that if it was a military observation outpost there would have to be a Px where the Dwemer could buy stuff they need for crafting and day to day needs these could be done with Dwemer holograms <-( ghostly merchants ) and they could have the stone stalls constructed around them to make them seem like part of the outpost. Also the outpost should have the option to repair damaged Dwemer automations and assign them to outpost defence and would become non hostile to the player after being repaired by them and their followers. Quarters on the outpost could be basic for followers to luxurious for the player <-( New Outpost Commander ).

Unfortunately I'm not a very good story teller and besides my knowledge of Lore is limited. Last time I told a story I told my nieces daughter a bedtime story and for the next year she had to have her parents check under the bed because she thought Orc's were going to climb out and eat her. So now I don't tell stories after that. Funny thing is the story I told was from an AD&D game module, sword and sorcery type stuff basic fantasy. If someone else with the flair for story telling wants to take a crack at making a backstory then feel free since I'm horrible at telling stories.

If this is a Military outpost, then my guess would be it should be fairly easy for the troops to get to and fairly hard for enemies to get to. If you are going for the Lore-friendly route, i would leave the story alone for now and think about the functionality of a flying military outpost. What functions would be best needed and what functions might need to be completely re-written due to the nature of an airborn station. Look at designs for other Air-born military posts. Check out those Heliports used in Winter Soldier
