After playing around with this problem for 8hrs I decided to take a short cut and not end the oblivion and rundll processes to make a change to the compatibility and just clicked to launch the game again and viola! game fired up. My conclusion, is I must have some service turned off this game needs, and launching the first time does not let it launch. I have tried this workaround several times to verify it was no fluke and it works every time. I think I'll play a bit and then dig into exactly what is going on.
