I did some google and TESnexus searching and couldn't find any thing like this. I'd really like to have it because I want to play a silent character, and I find the cute elf voice to be just awful. If you're using a Cute Elf, you could try to delete its voice deleting the "\Data\sound\voice\Oblivion.esm\MyElf" (or Cute Elf, I don't remember), but I would change its name to repair it if something doesn't work.
