Sound Squeaking/Chirping

I just started playing FO3 again here recently and for some reason I'm getting this squeaking and chirping sound every second or so. Kind of like a record scratching. If I turn down the in-game/environment music it stops but I really don't want to do that. I've tried about everything I can think of. Running the game with zero mods. Updating/reinstalling my computers CODEC pack (I am using CCCP -- has never gave me any trouble before). I even tried uninstalling and doing a fresh install (deleting the FO3 folder in Steam then reinstalling). Nothing. I'm sure it's not my game save becasue it does this in the main menu on start up and even when I start a new game.

 

My PC specs (if needed):

Windows 7 Home Premium 64-bit OS

EVGA E758-X58 3-Way SLI

Intel i7-920 at stock 2.6GHz

EVGA 2 x Nvidia GeForce GTX 285 1GB DDR3 SLI

G.skill 12GB (6 x 2GB) DDR3 1333 Triple Chanel Memory

I had a similar problem or still do. A sound glitch witch sounded like the flamethrowing when u have it equiped. I found no solutions for it on my old computer. The other problem is when I think a aircraft is flying by overhead Id get a crazy mechanical sound. I wouldnt be able to see the aircraft. I know form playing 360 fallout 3 with pitt anc ptlo brkst. So my new computer still gets sound glitches and i dont have any addon pack just mods. idk guess im looking for help too

Wow... I was pretty busy since I posted this and just now decided to check it. I thought I would have many reply or even a fix/answer. Can't believe only one person posted and with the same problem no doubt. I really need help with this. With all the talented and tech-smart people on this site someone has to have at least a suggestions. Maybe?
