Very freaking simple. Can it get done.

Okay, here is my deal. I've been trying for a while now to get this one weapon I had an idea for added to the game. Thing is I have NO idea how to go about doing it.

 

Its simple, all I want is a deadric bow called "Oppenheimer's Bow" that does 100 fire damage in a radius of 100 and is good for something like 5 uses (at least). But as I said, I haven't the foggiest how to add it. Could someone please help me figure out how its done or better yet set it up for me?

I'm not especially picky about it, as long as it isn't too hard to find. I guess have it at some out of the way but not hard to locate landmark.
