Bengi's shop for everything

PLEASE make a mod with a shop somewhere (wasteland,megaton,rivet city).It has to have a NPC named Bengi and items in the background.THE NPC has to repair items up to 100% and sell every single item in the game.Nuka-colas,quantom,weapons,armor,ammo.Wound be cool if the npc has guards :).Thank you!
