I have a good idea for a morrowind plugin but dont know where to start

My idea is to go through all the caves, and especially the under water caves, and re texture them. I want to make it so the walls have a different texture than the floor and ceilings. Also it would be nice to make any ramps leading out of the water, decorative rocks/spires, and other stuff that isnt a wall/ceiling/floor to be different textures from the walls/ceilings/floors.

 

I dont have any experience modding morrowind, and I dont even know if the CS is the right tool for this. If anyone has any ideas of how to get this done let me know.

I recommend you to use GIMP and DDR plugin for this, you can find it on TES Nexus I think

For the walls/ceilings/floors I think you should add scratches or something and it's will be good if you make textures hi-res
