I'm pretty sure there are a few Naruto-related mods that add the vest and eyes. As far as Obito goes, not entirely sure about his hair really, that would be a bit tough I think, but it's pretty short, so I'd think probably any fairly messy short hair might look alright if the right color. But If you happen to find or make obito's hair I will be extremely happy thanks to you or any others. And also please ask any friends or relatives that play skyrim if they know.
