This usually happens with Pirated versions of the game.... if youve got a pirated version, you should think about getting the legal copy. The legal copy never has any trouble with the installation. But if you do have a legal copy, then I know one solution to your problem...

Open up FOMM (if you have it, if you dont, donwload it from fallout3nexus.com). Once you have opened it, go to "Tools", and click on "Install tweaker".

Check the "use fake xlive dll" box and click "Apply". It should work for you know.

*WARNING: Since you are you using the fake "xlive dll", you will not be able to connect to LIVE.*

This is all the help I can give you. And if you have the pirated version, just please save yourself the trouble and go pick up the game at your local video game store... its 2 years old, and it costs around 20 bucks. Piracy can get you banned from the site, so try to avoid it. Just a friendly reminder bro...

Ok. Oh, and another suggestion:

If you have Win7 or Windows Vista, try re-installing the game somewhere else other than Program Files, because of the Parental Controls thing. I have my game installed in /Saved Games. This helped clear out a lot of my installation problems.
