XCOM EU SHIV Loadout for EW

There is old topic about this:

But it contains hex codes which works only in old EU and depends from game version.

Is it possible to remake it for EW and easy installation with UPKUtils?

I understand that maybe some large mods like Long War already contains this feature, but i only want simple ability to change SHIV weapons in original game without total game overhaul and without any ballance changes.
