Please visit XCOM Interface and Gameplay Tweaks and under miscellaneous files you can find test version of Nationalities Expanded mod, which works with the latest Enemy Within version. The mod adds 7 countries and their flags to the game. Only con is we were not able to add new flags to tactical combat yet.
