Does this mod exist?

So what I'm looking for is a mod that will disable the "major skill/minor skill" system and make it so all skills will level you up and either increase the maximum level or make it more difficult to reach the max level.

If anyone knows if there is a mod that does that and what it's called I'd really appreciate it.
