recommend a mod that uncaps enemy level

I think I found a mod a while back that made it so enemies in any area of the game could reach at least level 20, but I guess I didn't download it for some reason. Now I want something like that, but I can't remember what it was called and my searching has gotten me nowhere. Really I'd like one that lets all enemies reach level 25.
