LE Request for Ability to Enchant rings or necklaces with specific Enchantment

I have looked through all of the available game merchandise to find any enchanted item which "Fortifies Speechcraft" or "Fortifies Enchanting". So my request as follows;

 

A tome or item (unenchantable) which adds the "Fortify Enchant" ability to the Enchantment list at the Arcane Enchanter.

A tome or item (unenchantable) which adds the "Fortify Speechcraft" or "Fortify Speech" (whichever it is) ability to the Enchantment list at the Arcane Enchanter.
