Does the collector's edition have an impact on what mods you can u

Are there mods you can't play because you don't have have the collector's edition content?

 

Also, in general, is the collector's edition recommended? Thinking about buying it during gamersgate sale, though I probably won't play it for a few months.

There is no difference if you have the CE or not. You just get more extras in CE and that's it.
