one of a kind-language problem

Ok so here's the thing, I went onto a Chinese site 3DM and downloaded one of their fantastic quest mod but i noticed I

cannot make my oblivion read Chinese, it just comes out...well...Martian i guess due to the fact Oblivion does not recognize Chinese

much like what you'd get if you search for something on Japanese google.

 

then it struck me that I read a description once while i was surfing nexus that a chinese modder wrote:

 

place the following file something.exe into some folder and your Oblivion can now read chinese.

 

frantic

 

I ran back to Nexus to search for this file

 

No luck

 

So here I am asking for some help to whether anyone remember this file or has another solution to this
