Screen resolution is brute forced to 720x576, and I can't change it.

My second monitor is a tiny monitor that I play games with sometimes because I can't afford much better, and tiny resolutions run faster on my computer. I have my second monitor's resolution set to 720x480 at 59hz, and I set a custom resolution in the FalloutPrefs.ini. However, whenever I enter Fallout New Vegas, for some reason, it didn't do this before, but it brute forces my resolution to 720x576, which means the screen is awful looking, with black bars completely surrounding the entire game screen. Whenever I alt-tab out, the resolution corrects to 720x480, but when I go back into the game, it flips to the 720x576. I know that this resolution is supported by both my computer and Fallout because I've played with this resolution before, it's just...not working anymore. I thought it might be correlated with a bad HDMI connection, but I don't know if that's true. Please help, I just want to play.

You using the stock FNV launcher? It's prone to resetting your .inis, so double check it to make sure it's correct, then launch the game through, NVSE, FOMM, etc. Make sure your .ini is....not set to Read Only? I think it's not supposed to be and issues like this can arise if it is.
