OBIS not showing in MCM

Ok, so after a recent re installation of skyrim I cannot for the life of me get OBIS to show in the MCM. I had the version prior to update and it worked fine, after re installing skyrim and DL'ing the update it just will not show. Can anyone offer some guideance on this? The following is my load order without OBIS, i tried with it everywhere in the order
