NPCs Gliding

Ive recently started modding Fallout 3. However I have come across a problem where the NPCs glide about the place like they have no walking animation.

 

I was messing about an killing the NPCs an they had no animations entirely basically. Gun was pointing to the floor an bullets coming out of it while the NPC was still floating about with his/her head to the right hand side.
