MarchUntoTorment Posted November 12, 2014 Share Posted November 12, 2014 Check your quests list in the Pip-Boy for 'Don't Tread On The Bear'. It's an automatically enabled quest when you get to a certain point in the storyline; it's easy to miss. If you keep acting against the NCR, then they'll open fire. Odds are, it'll be greyed out.
