Modular magic?

Maybe I'm just crazy for caring so much about balance in a single player game, but I would love for my Oblivion experience to have good balance that makes sense. Thing is, I've never found any magic mod that doesn't have some area in which it introduces an overpowering effect somewhere, and this problem only gets worse when trying to find one that matches up with a balance overhaul like OOO or TIE.

 

I'll try to keep this short. The latest Supreme Magicka version does a great job of making the various magic related statistics customizable, particularly while providing some of the default stats for things like OOO and the Race Balancing Project in case someone wants to use those instead. It does, however, provide multiple spells that Oblivion was not designed for without any option to leave them out. Additionally there is no customization available for sigil stones and custom enchantments.

 

What I would like to see is a mod specifically designed to allow the player to balance the magic system themselves, completely, while providing information on the default values of multiple popular balance mods to provide some guiding posts for convenient guide posts to go by. (I historically have sucked at any attempts to learn coding or I would at least attempt this myself.) The variables for Magicka costs and gold costs, whether Willpower boosts magic resistance, paralysis resistance, both, or neither, just how big each armor enchantment is for each size of soul gem, and so on and so forth.

 

Why would I want a mod like this? So that I and other players no longer have to go frantically searching for the perfect magic mod only to find that none quite suit our needs. To have an end-all magic balance mod that can be tweaked to individual needs to match up with whatever other balance mods/overhauls the player is using. It would be overwhelming for a new player to set everything, but with information on common defaults provided, it should be relatively simple to use such a mod to even balance the magic system to new mods released in the future, as well as more current ones like TIE. (For example, TIE makes encumbrance a bigger deal, which makes Feather more important, but Supreme Magicka seems to double the effect of a Grand Soul Gem Feather enchantment, which is way too much in combination.)

 

That said, I have no idea how daunting an undertaking this would be and it occurs to me that I might be asking far too much to ever reasonably expect it to be made.
