the biggest noob question of them all.

I'm not familar with the mod, so it would depend entirely on what it's adding to your game. If it's a weapon/armor, you have to go and find it wherever the modder inserted it into the game. The readme will usually say how the features of the mod can be accessed.

I recommend downloading Oblivion Mod Manager, OBMM, search either. It helps people with things like load order, and etc. Things you will need to know and be able to do down the road, not now, but is still useful to you.

Right now, without it, click on the Game Menu, before pressing play, go to Data, and double click to activate (or check) the mod name in that menu. Even if you have OBSE.

With OBSE you do this, but don't press play. Instead you exit after checking your files in Data, and use the OBSE loader.

OBMM will let you check the files to activate them, let you use OMOD format rather than ESP format mods as well. OMOD are specifically reformatted ESPs to be used with OMOD. It's just better handling.

I actually have never learned or thought to look up what exactly the difference between ESP and OMOD are.... Hmm.. I should. But, then again, even the most seasoned modders have their noob moments. Lol. I tend to have more lately.

With OBMM (Oblivion Mod Manager) you can click the mods to activate or not, AND, you can press play immediately from that menu and it WILL load OBSE (Oblivion Script Extender: A neat tool people use to further their mod's capabilities. Eventually you'll need it.) Note, though, that you do NOT need to use OBMM every time to load the game should you use OBSE. OBMM will save all the mods you activated for you, so you can just do it once, and then forever else click on the OBSE loader until you want to make changes to the mods you want activated or not.

If this has helped feel free to Kudos me to show appreciation, otherwise, if this was not either your solution or quite worth it in your opinion, then still feel free to....

Should you have any other questions feel free to PM me at any point with them. PM is better as I'm much more likely to respond. It can be about anything, game, technical, modding troubles, scripting. Whatever. I'm always happy to help and check the forums everyday if I can, so sometimes I can be quicker than waiting for a forum response.

First guess, You have either Vista or Win7 and you have installed the game to the default location. This puts it under the protection of the UAC which does not like mods. It looks like it is installed, you can check it in the mod list, and it does not show up because Windows UAC is 'Protecting' your game from any changes. Because that is what mods are - modifications to the game.

If this is the case, the best solution is to uninstall the game and reinstall it outside of the Program Files or Program Files(x86) location. Where UAC does not try to keep you from doing what you want to do with your computer.

I use C:\Games\Oblivion. I install all games under the C:\Games folder in their own sub directories.
