Check the script blockers in your browser, anti-virus app or operating system.

If hovering over the "Files" button does not open a pull-down menu, JavaScript execution is blocked on your end, and with it likely about 80% of the site's functionality.

Going by your current description this'd be the first thing to check.

There are some ISPs that block downloads from game sites as well - typically these will be schools or businesses. And if you are under age, your parents may have set web filters.

Can you download manually? As for signing out - nothing on our end will prevent this. My guess is you have set up something that is signing you in automatically.

Clear your DNS cache first. (please just google it instead of asking as it is different on every browser)

You may also try another browser to see if that makes any difference.

In regards of 'signing out' it's right in so far though that on the file sites you need JavaScript to even access the 'Log out' link as well.

You cannot even click 'Log out', if no pull-down opens when you click "XXX's account", which again requires JavaScript to open.

Here on the forum side it's a simple link inside the menu bar above, thus no JavaScript required.

But logging out here from the forums isn't automatically guaranteed to log you out from the file sites as well.

I'm still suspecting JavaScript not running as the first source of all described problems.

I copy the notion of trying a different browser though, as script blocking is also different from browser to browser most times.

(It won't be the solution, of course, but it'll help a lot in diagnosing the source, as always.)
