Chronomancy!

Well, I was looking at some of the skills for the wizard clss for the new upcoming Diablo game. I saw something awesome. 'Slow Time'. The wizard created a force field around her, and anything entering the force field went extremely slow. Including attacks. It's best if you see it in action. Video found here. http://us.blizzard.com/diablo3/characters/wizard.xml

I'd really like that in Oblivion. I know there's 'Time Stop' for NPCS, but I'd like to slow time, like in this instance. And before you go telling me this isn't possible, think about when using Deadly Reflex, when you're about to go in for that special kill, and you have that slow-mo moment. That'd be perfect. Even if it wasn't contained within a force field, I'd love to have that whenever I wanted.

There is a combat mod that does that, slows combat down to help lower end pcs with fps and also makes it easier to pull off interesting moves, maybe you could contact the modders behind these effects and see what they think about creating a bubble effect of slowed time. The game I think has a uniform time thinger going on so that mods like clocks of cyrodiil (makes working clocks around cities) and natural environments (creates seasons) will be able to function, so any time slow down that does not apply to the entire world would probably have to be more like a motion/speed slow down if you want to avoid messy conflicts. The visual effect would be just about the same except you wouldn't be able to slow down the clock's of cyrodiil and other time based objects.

I would definitely shoot for the orb effect, sounds possible to me :)

Cool idea.

New Bullet Time You use G to enter "Focus" (slow motion) and H to "Loose Focus" (exit slow motion)

Other Fearsome Magcka or Supreme Magicka also comes with some time stop spells you buy from the Student of Chronomancey in the Shivering Isles.

I remember one that was a full time stop that was particularly fun because you could put like 10 arrows into the air than once the spell wore off they would all shoot off like a shotgun blast.
