ButchTheTunnelSnake
Hello everyone, this is a slightly long story, but I put a tl;dr at the bottom  Okay, so I recently started playing Fallout 3 again (I had been addicted New Vegas for a week or seven.) And I had never modded Fallout 3 before (can't say the same for New Vegas ). Ahem, anyway, so I got the game to work on Windows 8.1, which I have. And it worked fine for awhile, then I got mods. Just a few armors/weapons, etc. just to make it a little more interesting. I then got FOMM to easily invalidate the archive so the textures would stop glitching, as they were. It still worked, and so did the modded textures (did I mention they were the only ones glitching?). So now I had FOMM, it all worked fine, and the Wasteland Survival Guide was almost complete. But then I had to take out Arkansas, and I had this cool military commando armor, and I thought I'd get a sniper rifle mod, and maybe a few others to help my whole sniper playthrough thing I was going to do. So I got a few more armors, and a new sniper rifle. Time to go kill that old pr**k. So I open the game, it's all good, everything is working, and then I talked to an NPC, and to my surprise... NO voice, and NO lip movement. It was in Megaton, so I thought it may just be the Megaton cell, but nope! no NPC anywhere (except modded ones) had voice/lip movement, like a companion I had since almost the beginning of the game (mod, of course.) So I decided to get rid of ALL the mods I recently got. And it did NOT work. I then got rid of ALL the mods I had. It did NOT work still. So I uninstalled/reinstalled the game. Nothing. I then made sure to delete the whole folder (data and everything) and reinstall it AGAIN. And that is all I have tried, I currently have NO mods running, and I STILL have the problem. All I did was get a few mods for my sniper playthrough, and the few mods I got right before it stopped working were just weapons and armor, so I doubt it somehow got rid of the voice files. (Plus, you know, I checked and what not.) Although, it has the FOMM icon next to it, all the data things at least (Like, it says Fallout - Voices.bsa, is that normal???). And ALL other sound works FINE. It's just voices and lip movement? Any ideas??? Tl;dr: I have a clean game (no mods) and there's no NPC voice/lip movement.
