David Brasher
An exterior cell quad can get overloaded with too many textures. I think you can only have about eight. So if you need an additional texture, you have to remove some. Orient the map to north on top. In landscape editor Press "B" to see exterior cell boundaries. Ctrl+Right Click on the Ground. Press "I" to see the textures in each quad of the selected cell. Click an unwanted texture. Click "Replace." Replace it with one of the existing textures. Repeat these steps until you have room fro your new texture. Why can't you place NPCs in interior places? Be sure you are doing nothing exotic. Just do something simple. No mod dependencies. Don't use any mods except the one you are building. Use vanilla Oblivion and Shivering Isles resources only. Possibilities: You have no path-gridding in your interior cell and the NPCs end up in the blackness at the bottom of the cell. Be sure you are in the right worldspace. By interior I assume you mean the Interiors worldspace, but maybe you mean inside the ring of your castle walls which is in the Tamriel worldspace. Cities are tricky. If when working in the Tamriel worldspace you place NPCs inside city walls, they won't show up in the city. If when working in the Bravil Worldspace for example, and you place NPCs outside the city wall, they won't show up in Tamriel. There is a lot of dummy unused land which is just there for LOD purposes. What exactly is happening with your NPCs? It seems unbelievable that if you could place a Dark Brotherhood door , you can't place NPCs. Do they get placed and then disappear? Does the CS crash? Do you get an error message? Are they missing meshes? I have never heard of this problem you are having before.
