Need best basic mod list

I am new to Fallout 3, just bought GOTY edition off Steam and have played it maybe 1/2 way though.

 

The type of mods I am looking for are:

1) bug free

2) somehow let me carry more!(I spend 3/4 of my time running to dropoff stuff in my Mega house) *yawn*

3) Not ram/cpu intensive, my system is a bit on the older side and gameplay > graphics

4) customization(make my own city, become mayor of a city or just customize my house more)

2) Put this in the console in game: player.forceav carryweght (number)

4) Check out RTS - Real Time Settler
