Vault-City(non-player run vault)

A vault slightly larger than vault 101(perhaps a sister vault) that chose to keep the doors open rather than seal themselves off from the rest of the world.

Small quest that are given every so often (like go into the wasteland and find items)

A single Larger Quest (maybe stopping a large raider plot)

Shops

The vault would be fairly full (15 to 20) with a fairly small community (3 to 5 people) at the entrance in the wasteland and guards and such.
