Want To Start Modding

hey there :woot: ....I'm Aman from India...I've been downloading mods from tesnexus for oblivion from around 2 years and now i want to start modding oblivion myself...I want to give tes community something. :smile: ....but i don't even know which tool to use how to make it work :( so can you guys help me to start modding....any links or something....
