Looking for a mod or mods

First, and most importantly I want to get this out there:

I am not asking for someone to make all this stuff for me, or even to find all of it for me. I know there's a LOT of stuff in this post, but I just felt it would be better to let my imagination run wild than to come back and make another topic two days later with something new I thought of. This way, if I do think of something else I'll just add a post here. Anyone who makes/finds mods that can do ANY of this stuff is awesome in my book.

 

Also, yes I know some of this stuff has been done. However I'm putting it all in this post because I'd favor installing as few mods as possible, and thus if there's a mod with, say, playable Dremora AND something else on my list, then I'd prefer that to downloading one mod with playable Dremora and one mod with said other thing.

Basically here's my ideal mod, and I'm hoping to find something that gets as close to it as possible. Hopefully someone can help. Please be warned, for now (until I find a mod I want to play) I play exclusively on the 360, and thus have never played modded Oblivion. As such my experience with "what mods can and can't do" with this game is zero. Thus, please don't point and laugh at some of this stuff. Some of it even seems impossible to me, but I ask because you never know for sure until you DO ask.

 

Hoping to find a mod that combines some of my favorite aspects of Morrowind into Oblivion, mainly the following:

 

Clothing/Armor:

Clothing can be worn with armor

Pauldrons exist and are separate for left/right

Gauntlets are separated into left and right

 

Skills:

Levitate, Slowfall, Mark/Recall, Divine Intervention spells readded

Weapon skills reverted, in other words, long blade/short blade, axe, blunt, spear, marksman

Make enchant back into a skill, remove enchantment altars

 

Weapons/items

Added spears, staves, darts, stars, throwing knives

Add more varied blades, Katana, Tanto, Wakizashi, Broadsword

 

Travel:

Remove fast travel, add things like mages guild travel, boats, etc

 

Cities:

Open cities

 

Most importantly, I want this mod to feel POLISHED. I don't often play modded games because they so often FEEL like mods, as if they were designed by completely different people. Loads of them are extremely unbalanced, or contain things that don't really fit in the universe. That's a big no to me, as I think it absolutely kills the immersion factor to see something like that.

EDIT: I'd like to ask for the non-playable armor to be made playable. I know there's a few sets but the only one I can think of offhand is the white and gold legion armor from the palace guards.

 

Also, some more things I've thought of between then and now:

Barter system similar to Morrowind

Playable Races: Dremora, Golden Saint, Dark Seducer

Probes/Trapped chests

Speechcraft/persuasion reconverted to Morrowind style (Taunt/bribe/intimidate/admire)

Essential NPCs killable, but with popup message from Morrowind

Vampire clans/quests maybe?

Enchant based on quality of base item

Allow "cast when used" enchantments on any items, as well as "constant effect" on weapons

 

Create "cast on swing" enchantments, which would be like staves, only work on any weapon (For instance, if you had 20 points of fire damage on target when swung, your sword would shoot fire every time you swung it. Obviously if you actually struck someone with the sword, the fire would hit them, but if they were across the room you could blast them). Alternatively, I think you might be able to do this by simply allowing "on target" to be selected for weapon enchantments, then using it as an on strike enchantment.

Not, I believe, possible. Slots are fixed.

Open Cities. That's the name of a mod, you know.

 

For the playable races and armor, just use the bloody search engine, there's millions of them.

All the things that are possible here are done. Just search for them. The rest are either impossible or just plain stupidly difficult to do, so nobody wants to do them. Also, go to the texnexus top 100 list, click "top 100 of all time" then look in the dropdown menus for any category of mod you'd like (example: Weapons, Armor, Quests, Animation repacers, Game effects and changes, Music/Sound effects, etc.).
