LE Improved thieves guild with vendors already in place

I just finished playing through the Thieves quests to get the additional 5 vendors in the Ragged Flaggon, and now I'm starting a brand new character, and a new game.

Is there any way to "cheat" and start the new game with the Ragged Flaggon Vendors already in place??

 

I want it to be like my new character is walking into a world where my previous character already walked through.

 

But I also want to NOT have to go through some of the tedious "Job" in the various cities to get my improved Ragged Flaggon back to what it was.

 

Is there a Cheat code or console command I can use, so that my new character is walking into a world with certain quests already completed?

 

I want the Thieves guild to be complete.

But I want to play through the Civil War quest again.
