DCstar Posted August 29, 2010 Share Posted August 29, 2010 Only a certain number of bodyparts can be made target-able in VATS, forget the exact number. This would mean you would probably have to remove a target-able section (Merging both legs together, or something similar) and you would have to edit all the armor and clothing in the game, not to mention armor added by over-hauls and other mods.
