Level Up Crash (?)

Hey my fellow nexus-ers. I'm having some major complications with leveling up on Fallout. I can't exactly figure out what's going on here, and I'd love it if someone could possibly... I don't know.... HELP ME? I'll start things off by giving my load order. It seems fine to me :sad: .

UPDATE!: I have just recently tried starting a new game, and found out that right when I'm about to exit the newborn stage, the game full on crashes. Not just freezes. I mean like, full on "Fallout 3 has stopped working." Again, help would be appreciated.
