Take a look at the "Description" notes for Luchaire's Better Sex Cutscenes ("BSC", for short). She explains how the Dwarf body-model just doesn't line-up properly with any of the romance-able NPCs' in the appropriate (or "inappropriate", depending on your level of... prudishness? prudery?) scenes, so she isn't going to make any for that race. AFAIK, all the "new" Community Created animations are re-splicings of exisiting ones in pretty clever ways. But they all depend on the various actions, body positions, gestures, and facial expressions that are already "in-game". As you note, what you're asking for would take a *real* animator working with the actual scene-creation software. Plus, there would also have to be the appropriate triggers in the program itself to detect the PC's body-type and use or not use these new "dwarf-partner" ones. The single longest "new" scene I've found is here: "Leliana Sings" mod on Nexus, when you ask her to sing the "other" elven song she knows. Not as seamless as the original (and "official") Song of Mourning, but that's what happens when you have to use what's on-hand rather than being able to work from scratch.
