Problem with action points?

So I did a few tests on action points and I found out that the 9mm SMG uses 20.4 action points per use. But when I set my total AP to 102, it only lets me use VATS 4 times instead of 5. So is there a 3rd decimal place that is not displayed?

 

And I found out that the assault carbine uses 24 AP but the wiki here: http://fallout.wikia.com/wiki/Fallout:_New_Vegas_weapons says it uses 20 AP.

 

The method I use to test is by:

 

setgs factionpointsrestorerate 0

shoot 1 time with VATS

player.getav actionpoints

 

So is my game bugged of is the wiki just inaccurate?
