Setting Areas in which NPCs are Allowed to Wander

I'm making some changes to Centurion's obscure, but excellent Bal Isra expansion, and two questions popped up when placing the guards...

 

1) Is there any way to set the NPC wander area to anything other than a perfect circle or have the NPCs not wander past a specific area, such as the stronghold gate?

 

2) Is there a way to have specific NPCs or all similar NPCs have their weapons drawn at all times?

 

Also, is there anybody in these forums that has some knowledge of Atmospheric Sound Effects who can tell me how to place appropriate tavern sounds and the playlist selector inside and outside a new structure?
