Help Changing Scripted Spell

So, I made a new race that's supposed to be a Daedric Prince, or at least an equivalent. And something along the lines of a constant Sheogorath's Protection effect would be perfect for that, since Daedra die only to come back to life in Oblivion, right? So I made the race's ability include a constant Sheogorath's Protection effect, but the minute I start the game with him, it says "This spell can only be used in the Shivering Isles." No biggie, I go to the Shivering Isles and drown myself, just to test it.

 

The problem is, though, that since it was activated in Cyrodil, it was negated even when I crossed over to the Shivering Isles. It'd be a massive pain in the ass to try to cast it every time it runs out, and I don't want to be limited to SI, anyway, so could someone help me out with changing the script effect to make it work in Cyrodil as well?

Well, without seeing your script, it'll be a little hard help. :P From your description, I'd guess there's a condition like

If Player.GetInWorldSpace SEWorld == 1

somewhere in the script which makes it work only in the Shivering Isles. Removing that line might fix the issue, but I can't be sure without seeing the whole script.
