How do I import presets into tool set?

I'm getting kinda frustrated.

I mean something like this:

I followed the directions. I put the file where I was told to put it, or at least something like that.

 

I put it here:

 

C:\Program Files (x86)\Steam\steamapps\common\Dragon Age Ultimate Edition\packages\core\override

 

I opened tool set because I wanted to edit my char's eyebrows again. I've been messing with him in Toolset because I couldn't get what I wanted in character creator.

 

But there's no instructions on how to use this because everybody but me seems to know how and I've done countless googles and it just leads me nowhere

 

The video posted there only shows work in CC so...

 

It SAYS it works for toolset so why can't I figure out how to get it to work?
