Problems with the mods "Norn" and "Rise of the witches"

Rise of the witches changes something in the Seyda Neen Census and Excise Office, so that the characters start talking like I was about to create a new character: Socucius Ergalla starts telling exactly the same things he was saying when I was creating a character and the guard near him says I must take the papers from the table. Also, tutorial messages about which keys to press to control the character start appearing as I enter the office, just like at the beginning of the game.



As for Norn, there are 2 problems: if it doesn't stay at the bottom of the mod list, the overhaul landscape overrides it and buildings are buried under the hills in some places, and the Argonian that should accept me in the Norn Legion tells me to find a certain NPC (which in fact is himself). If I put the mod at the bottom, these problems disappear, but then there is a confusion with soul gems: I become able to trap a Golden Saint or Ascended Sleeper soul in small soul gems.



Is there a possibility to get rid of the bugs through construction set, or maybe someone has got an already fixed esp file?
