Load Order Problems

So, I recently reinstalled all my Steam games, which includes Oblivion. For oblivion, I wanted to install different mods that I had avoided installing together in the past, mods like:

Better Cities

Unique Landscapes

Alternate Start by ship

and more.
Some of them required Wrye Bash to install because they used Bain installers. So i used Wrye bash to install those and then NMM to install the rest and the patches needed to make everything work together. I had some problems with missing and delinquent masters, but I realized that Wrye Bash doesn't activate all the mods installed via the Bain installers, so I had to activate them myself, and all the missing master problems were resolved. Then I create the bash patch, and then sort the load order in Loot to make sure there were no problems.
So, after that I figured all problems were solved and so I started up oblivion... and it crashed. So, I downloaded TES4Edit (I use TES5Edit so solve load order problems in Skyrim) to try to figure out what was causing the crash, and I found out that it was trying to load:
TR_Oot_Main.esm
Better Cities Resources.esm
and Hammerfell.esm before loading Oblivion.esm, which is wrong.
So I went back into Loot, tried it again and got the same result in TES4Edit, so I went to the Loot troubleshooting pages and discovered another utility might be locking my load order, so I checked Wrye Bash help pages, and I found out that it was the guilty party. So I followed the instructions in the program and told Wrye Bash NOT to lock my load order.
With that resolved (I thought), I returned to Loot, got rid of the metadata that I added while trying to resolve the problem (which did nothing, I really have trouble editing the metadata), and set it sorting my oblivion load order again.
I tried loading up the game after this, and again it crashed. Went back to TES4Edit, and I found the same result that I listed above, it was STILL loading things in the incorrect order.
Now I am at my wits end. I tried to do anything i can to resolve this problem, I even edited the plugins.txt list and put the Oblvion.esm on top of that list to try resolve the issue but to no avail. I've spent hours installing the mods and then even more hours trying to get the damned thing to work, and nothing is working for me. I am just so frustrated. A whole evening trying to get into the game, and it is totally gone.
Here is my mod list from the Wrye Bash mod checker.

You can solve your load order problems by switching from LOOT to BOSS. Unfortunately LOOT is not configured to work successfully with Oblivion mods and patch files, most of which require a very specific load order to interact properly with one another. LOOT works fine for all the other games. You can get the latest version of BOSS (2.3.0) here.

Just a few examples for how messy that load order is right now: you have Better Cities Full loading at the top, and the Unique Landscapes mods loading below Better Cities. Unfortunately the patches you have installed for BC-UL Imperial Isle and BC-UL Chorrol Hinterland both require better Cities to be at almost the bottom of the load order just before the bashed patch. Also you have Trails of Cyrodiil plugins loading below the UL mods. When practically every one of the TOC-UL patches requires the UL mods be lower in load order. Knights and Shivering Isles DLC should also be closer to the top due to the many patches for them requiring that.

Once you have BOSS installed. Download the most recent masterlist using the GUI and set the correct load order. Make sure you have no missing master files. Then rebuild your bashed patch.

So I tried that. TES4edit is now loading everything correctly, and it doesn't come up with an error, but Oblivion still crashes. I got to boss and I get this error:

Error: masterlist update failed.
Details: Git operation failed. Error: 4294967295; Corrupted loose reference file: HEAD

Ok...I have never seen that before. Might be a good idea to post on the Bethesda Forums. Someone over there may know more about it.

I have been using LOOT for quite a while with Oblivion - no problems. LOOT, just like BOSS before it is not perfect. It does make it simple to make your own custom changes to the load order it recommends - and to submit those to the BOSS/LOOT team. (it's the same people) LOOT was originally slated to be called BOSS v3, but as they did completely remake the algorithm used for sorting, they decided to give it a new name. BOSS's masterlist is no longer being supported by the team.

I've been added to the team and have been updating BOSS Masterlist for several weeks now. Which you choose to use is of course a matter of personal preference. There is a significant number of community members who prefer BOSS simply because the load order is right for and works for Oblivion mods. It just needs to be maintained and updated, and depends on community members to give input when issues are discovered.

LOOT is a good program, don't get me wrong, and it seems to do fine for the other games. But as of right now it adjusts Oblivion load orders way out of whack from established guidelines that are known to work. As can be seen with the load order example posted above.

I'm speculating here of course, but the error message suggests you are unable to get the masterlist update from Github...for whatever reason. You of course need the latest masterlist for BOSS to read and know how to sort the load order. I've submitted the error message to one of the BOSS developers and waiting for a reply on possible steps to take. It could be an installation error or any number of other things.

OK double posting here, I also replied on your Bethesda Forum post with the following message. Hope this at least clears up one of your issues:

Quick reply to the BOSS error message you posted. I received a reply from WrinklyNinja, the lead BOSS developer. The suggested solution to fixing the masterlist update problem was to delete the .git folder from your BOSS install, then try updating the masterlist again from the GUI. That should fix the error message issue and get you a working masterlist. To clarify:

Find the BOSS folder, wherever it is installed on your pc. Mine is kept in a folder on the desktop, so the install path example is: C:/Users/myusername/Desktop/Utilities/BOSS2.3.0. Inside the BOSS folder, find and open the "Oblivion" folder. You will see a folder labeled ".git". Delete that and then go back to BOSS GUI and open it up. Check "Update Masterlist Only" with all other boxes unchecked and click "Run BOSS". It should re-create the folder you deleted and successfully download the most recent Masterlist.

Once that is done you can go back to the GUI. Uncheck "Update Masterlist Only" and set normal preferences, then "Run BOSS" again. I keep the following boxes checked..but you can set however you like: "Show BOSS Log On Completion", "Display File CRCs", "Sort Plugins", "Update Masterlist"."

Still nothing. So, I followed your instructions, deleting the git folder and updating the masterlist. Boss now runs perfectly, no errors... not Oblivion. Still crashing to desktop upon launch. I checked it out on TES4Edit, realized I forgot to update my bashed patch, did that, put the bashed patch on the bottom of the load order (which Boss did not do), and now even TES4Edit loads perfectly... not Oblivion. More of the same there.

For starters, here is my updated Load Order report from the Wrye Bash mod checker function:

Quick reply to the BOSS error message you posted. I...

By the way, thanking you for reposting that here. I do not visit the bethesda forums frequently, I don't always remember my credentials for that account, and I don't have the site bookmarked. (I come here for most of my modding questions and problems.) Was planning on going over there to check to see if a response was made, but haven't gotten around to it, so thank you for saving me that effort.
