A mod with recharging health + low health for everyone?

Alright, I know this is a bit of a stretch to ask, but does a mod exist where health recharges much like it does automatically in other first-person shooters? If not, is it possible to make one?

 

Yeah, I know what some of you out there are probably thinking--it's a stupid idea, it makes the game too easy, etc etc--but I feel as if the game could be a lot more difficult and perhaps make combat more seamless if it's done right.

 

My problem with Fallout 3 is that combat in the game has always seemed to lack any real fluidity. Depending on the difficulty levels, either your character has too much health and your enemies die too fast (easy), your character has too little health and your enemies take too long to take down (very hard), or both parties have way too much health and fights take way too long to get through (normal).

 

Yeah, there are mods out there that reduce everyone's health to 10% so everyone dies fast, you and your enemies included, but that still doesn't eliminate my third problem: stimpacks are annoying, especially when you get brought to the brink of death within 5 seconds of taking fire because of those mods. Every time health goes low, I have to open up PipBoy and stimpak it up, which interrupts the flow of combat and breaks immersion; doing that six or seven times within the span of a minute-long engagement is annoying as hell. I want to be given the incentive to evade enemies instead of poppin' out the PipBoy every ten seconds, and I don't want my health to be reliant on my stock of supplies (because having a ton of stimpacks basically equates to God Mode).

 

And engagements shouldn't take so damn long either. Sometimes it's ridiculous how much ammo I have to waste just to put down an enemy like an Albino Radscorpion or a Super Mutant Overlord, and so I just end up using VATS (which I hate doing but do anyways because enemies are so absurdly unbalanced sometimes).

 

So I'm looking for a mod that:

 

1. Lowers enemy health to manageable three- to five-shot kills.

2. Lowers my health to a similar level.

3. Quickly recovers health five-ish seconds after I stop taking damage

4. Gives some sort of very clear but otherwise unobtrusive visual indicator when health is low, such as slowly turning the edges of the screen red (Example: http://www.audioholics.com/reviews/software/game-reviews/call-of-duty-4/C4-Damage.jpg)

 

It'd make fights a lot more dynamic, I'd have to make far better use of cover, I wouldn't be pausing the game so often to heal up, engagements wouldn't last as absurdly long as they do, and it's not bothersome to take damage and get back into the fight.

 

If there's anything like this out there, or if it's even possible, I'd love to know.
