Keep getting CTD at Elven District and near Imperial Sewers

Whenever I enter Elven District or go near the sewers I CTD.

You're not using BOSS to sort your mods. A wrong load order is the cause of 90% of the problems with Oblivion.

A crash at only a specific place is often related to a mod you removed that had placed something important to the game in that location - The game still expects it to be there and when it tries to load it - it's not there.
Sometimes this is because a mod overwrote - in this case proper ordering MAY help

Try this first - get out of that area altogether - go to another town. Go to a safe interior - inside some building that has not been modded and make a save.

Wait 4 full days. this allows all of the cells to reset (unless you have a mod that changes that :rolleyes: )

 

Now, make another save - then go back to that location and see if it is fixed or not.
