Final Fantasy VII - Midgar

I would appreciate it if someone who [take a lot of time and effort out of his or her precious life to] make the city of Midgar from Final Fantasy VII. Maybe have a NPC hanging around Tenpenny Tower to transport the player over. I saw a "Tribute to Final Fantasy" mod pack, but the Midgar Vault just leads into, well, a vault. Not at all what I'd like.

 

I'd like for the whole city to at least be made; however, it doesn't have to be 100% explorable. Just have some sections that can be explored; such as Sectors 7, 8, a Mako reactor, and the Shinra Tower (bottom two floors accessible, and then an elevator to the top floor).

Hi, my name is rosloan, I love your idea, We need to get people's attention for this mod. But just make it for the basic game of fallout 3 because that way everyone can download it.
