Easier access to Legion sidequests as a Double Agent

I would like a realtively simple quest fix:

 

That Cold Cold Heart can be given by both Vulpes and Gabbon, dailouge be damned, although even unvoiced dailouge from Vulpes' lines would do.

That once given Cold, Cold Heart will not fail even if killing the Legion rep, and can be completed. Adjusting any Legion fame is your perogative.

Alerio will appear at the fort in Vulpes stead and give Finger of Suspicion, which will not be failed if you kill Vulpes.

Alternatively, just have the quests not fail and have Vulpes turn up at the Fort anyways after being "killed", being a "hard man to kill." From a gameplay POV it's BS, but from a narrative POV, playing possum despite being gutshot/gutchececked/burned/shrapnelfull/shanked, would be Superbadass, and fitting with Vulpes' brass-balls-scary-competent walking legend reputation. In this case, if he's "killed" in Nipton, Alero gives the Mark.

A way to double cross the Legion in Eye for an Eye, in that you play the Legion side, but having aquired both sets of intel, you give Astor both sets, marking which one, and then Astor either says what he'd say on the NCR side or something better if you wish.

 

Harder but awesome

A way, any way to get Et Tumor Brute before having to kill Mr. House in Rend Unto Ceasar.

A way to complete I Put a Spell on You that causes the Legion to think you're blameless.
