LE SKSE Plugins : Where to start for create one?

Hi, so the title say all : I want to know where to start for the creation of a SKSE plugin.

 

I've looked on Google, trying to find more information about, but nothing for beginner like me. What program should I use? Visual Studio? There is a place where I can find a good tutorial?

My project is make a plugin for my mod, a main menu replacer for Skyrim and I'd like it have a randomizer feature, which will randomize the wallpapers each time you start the game.

 

If someone have experiences with DLL files and SKSE, can he help me please?
