aaaaaaf
I just took a quick look : the Wasteland has a unique entry in the Encounter Zone sector, whose minimum level is 100 with "match PC below level" entry ticked. So the Wasteland is indeed scaled to the player's current level. On the other side, the other areas have a min level ranging 1-20 (most being below 10) and indoors locations, as you already know, are set on "never reset", which is not the purpose of this thread. This means that encounters in the wilderness should be at level 20 when I'm at this level or above. I loaded a save right before exiting vault 101 for the first time, set myself to level 20, exited and roamed the Wasteland for some time (using the movement speed command and godmode), discovering several locations and murdering close to a hundred raiders (~20 muties, ~10 talons). I've only seen one mutie using an AK74, most raiders were equipped with shotguns, pistols (heritage arms, winchester, remington), and to a lesser extent, submachine guns (PPSH, vaza or something like that). Only a few people had exotic weapons such as SSG82 (1), MP5 (1), MP7 (1), but really nothing much worth remembering.I did encounter a scavenger outside the Super Duper Mart, who held 2 .50cal weapons (AS50 auto with unlimited ammo really wrecks havoc...), 2 grenade launchers (M79 and a 3-rounds grenade launcher) and 2 PSG-1. Overall, the best stuff I've found came from that single scavenger...it seems that on my computer, scavengers seemingly stole all the good stuff from the Wasteland inhabitants to keep them for themselves... Your distribution is probably normal. It's really been a long time since I've used 20th Century Weapons unmodified, though. Raiders should indeed be heavy on the shotguns and pistols. Scavengers with .50 BMG weapons and other really heavy stuff is normal; it's just a quirk of the lists used to generate them. I think Brotherhood of Steel NPCs should spawn more often with assault rifles and SMGs, which should correspondingly create a higher quantity of rifles in 7.62x39mm, 7.62x51mm, and so on. In rifles though, 5.56mm weapons are just going to come up more often than any other caliber. 9x19mm will similarly dominate the spawned pistols. As you level, I think it just opens the possibility of more powerful calibers spawning, but it probably does little to decrease the odds of the "weaker" calibers spawning.
